Dave has more than 35 years of experience working in the government contracting community. His experience includes working in the Department of Defense (DoD), the General Services Administration (GSA) and the Homeland Security and Government Affairs Committee (HSGAC) of the United States Senate as well as the private sector. He currently serves as a Director of DHG’s GovCon Advisory and is the editor for their newsletters: the GovCon Report and GovCon Digest. Additionally, he was appointed by the Secretary of Defense to serve as a Chairman of the Section 809 Panel where he wrote reports to Congress and took testimony from various individuals and organizations concerning the DoD’s acquisition system.
Dave has provided legal advice to government contracting professionals, litigated protests and other legal matters pertaining to contracts as well as served as Head of Contracting Activity. He has drafted procurement legislation and regulations and sat on various committees providing industry feedback to new guidance. Dave was a part of industry teams interfacing with Legislative and Executive branch personnel writing proposed legislation (as part of the Acquisition Reform Working Group) and comments on regulations (as part of the Council of Defense and Space Industries Associations). He was appointed by POTUS to the SARA Panel and the GSA MAS Panel.
