Scott currently heads the Government Contracting Services practice for Metro DC, in addition to being the lead for Assurance Services and the Private Equity Services for the market.Scott has practiced as a certified public accountant since 1991. Senior Manager

Allison began her professional career with Arthur Andersen in 2001 as an intern in their Global Corporate Tax Group and joined DHG in 2002. She is a member of the Government Contracting industry group within the firm, focusing in assurance services. Allison’s experience allows her to:

•Develop effective audit procedures that are tailored to each business’ individual operations
•Understand and assist with the revenue recognition issues facing government contractors with various types of contracts (fixed price, time and material, cost reimbursable, etc)
•Identify potential issues with indirect rate structures with consideration of unallowable costs
•Work with an audit team and client personnel to allow financial statement deadlines to be met and identify internal control concerns
•Work collectively with DHG’s tax team to identify potential tax issues and find effective solutions.

Allison has prepared and presented multiple in-house training programs for DHG employees on auditing government contractors as well as government contracting technical topics including: revenue recognition, indirect rates and unallowable costs, internal controls, sampling methodology and risk assessment. She has prepared and presented training programs for external audiences and has been a featured panelist on technical accounting and auditing issues.

She has authored articles for publication on accounting and auditing standards for the DHG Government Contracting Industry Publication. Allison is a leader within DHG where she serves on the firm-wide Revenue Recognition Technical Taskforce. She also serves as the Metro DC Champion for DHG’s Women Forward firm-wide initiative. She has also led several committees focusing on workplace culture, recruiting and was instrumental in the development of the DHG Metro DC Internship Program.

Perry currently serves as a partner in the in the Metro DC Assurance practice, specifically focusing on Government Contracting services. Perry has practiced as a certified public accountant since 2007. During that time he focused on serving emerging, mid-sized,and large government contracting and technology companies. Read more.

Janice currently serves as a Tax Director in the DHG Private Equity practice. In this role, she leads cross functional teams that execute tax due diligence and tax strategies for private equity groups and their portfolio companies. Janice also provides tax structuring services for merger and acquisition clients, successor liability transaction analysis and tax classification analysis of target companies. Read more.

As a Senior Manager in the Government Contracting Advisory Group, Mr. Mardesich uses his management consulting and federal government contract consulting experience including knowledge of the Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Defense Contract Audit Agency (DCAA) guidance, to assist small businesses, government sponsored enterprises (GSE), Fortune 100 companies, and top 100 government contractors. Gary McDonald has more than 30 years of experience working in the government contracting, aerospace and defense (A&D) and professional services industries. Prior to joining DHG, he provided advisory services to clients at two of the Big Four accounting firms for more than 20 years. Gary’s experience includes managing the government contract compliance operations for a large services firm, including proposal development and pricing, contract management, finance and contract compliance and risk management. Dennis McLister is a Partner in the Transaction Advisory Services practice at DHG. Dennis has more than 20 years of experience working with private equity groups, investment banks and strategic corporate clients providing transaction advisory, accounting and auditing services, as well as providing finance and operational leadership. Dennis focuses primarily on quality of earnings, working capital and revenue analyses and has performed buy-side and sell-side due diligence in a variety of industries with deal sizes ranging from $4 million to more than $300 million. Brad is the Firm’s Assurance Services Managing Partner, the Managing Partner of the Metro DC Market and previously served as the lead partner for compliance services in the firm’s Private Equity Service Line, leading in providing related services to private equity funds and portfolio companies. Jill Pettibone has more than four decades of public and private experience in the government contracting experience. Her professional experiences include executive positions with the Defense Logistics Agency and the Defense Contract Management Agency, executive-level positions with one of the largest service providers to the Department of Defense and one of the largest security providers to the Federal Government and consulting work with small and mid-size companies.

Her extensive background includes creating policies and procedures in the government contracts arena, resolving and negotiating issues between the government and contractors (ranging from cost to procurement to quality), developing and institutionalizing improvements to existing practices for compliance and business objective purposes and in designing metrics and management oversight practices. In addition, she has broad experience in proposal development, from proposal writing and pricing/estimating through color team reviews and executive approval boards.

Jill’s work with DHG is primarily focused on helping clients achieve Contractor Purchasing System Review (CPSR) approval. This may include advice and assistance in adapting purchasing systems to the requirements of the Federal Acquisition Regulation (FAR) and individual agency supplements, CPSR readiness reviews, and on-site support during CPSRs. Her prior experiences in the public and private sector include managing and improving procurement operations, supporting CPSRs and bringing companies to CPSR readiness.

Tom has more than 15 years of experience in the cybersecurity industry and manages the firm’s cybersecurity and data privacy compliance services. Senior Manager

Eric is a member of the Transaction Advisory Services group at Dixon Hughes Goodman, LLP, focused on providing buy-side and sell-side due diligence to private equity clients. Eric conducts quality of earnings, working capital and net asset analyses, among other things. Prior to joining DHG, Eric spent several years in the Financial Industry Regulatory Authority’s (FINRA) Office of Fraud Detection & Market Intelligence investigating publicly traded issuers for violations of federal securities laws and FINRA rules. Eric authored numerous referral reports to the Securities and Exchange Commission highlighting instances of accounting fraud, manipulative trading of equities instruments, insider trading, money laundering and fraud. At Salisbury University, Eric was honored as the Scholar Athlete of the Year and as an ESPN Academic All-American for outstanding academic and athletic achievements.

Senior Manager

Rachel has more than 20 years of experience supporting government contractors. As a senior manager in the Government Contracting Advisory practice, Rachel is responsible for managing outsourced accounting services for government contracting clients and other accounting system related services. She leads DHG’s team that provides hands-on back office accounting to include: timekeeping, payroll, cash flow management, accounts payable, accounts receivable, customer invoicing, general ledger, month end close, financial and project budgeting and reporting.

Rachel uses her accounting and financial management skills, including knowledge of the Federal Acquisition Regulation (FAR) and Defense Contract Audit Agency (DCAA) guidance to assist clients in performing and maintaining compliant accounting practices and records for this very regulated industry. She has the ability to analyze and streamline accounting/business processes, is well versed in multiple systems knowledge and has been involved in numerous system conversions. Rachel’s hands-on focus helps her to provide management with a strategic outlook, problem solve with collaborative leadership style and excellent interpersonal skills. Her focus is on providing effective, back office support so that clients can focus on their unique competencies that generate revenue.

Rachel advises company executives and helps to solve financial management issues by drawing upon her extensive business and government contracting experience. This includes cost reduction strategies, streamlining accounting and finance processes and cash management improvements. She can also draw upon her thorough understanding of how to budget, manage and structure indirect rates to maximize cost efficiencies for business organizations. This includes DCAA submission requirements from provisional billing rates to incurred cost submissions.

Rachel’s experience includes working with multiple accounting systems and participating on system conversions and implementations. As such, she is well-versed in providing implementation guidance and assistance. Additionally, Rachel and her team are involved with installing accounting systems for small businesses and providing on-going training and support. Rachel believes that the accounting system, fully implemented and utilized, leads to efficiencies that can provide management with the necessary tools to make timely business decisions.
