On April 27th, the Centers for Medicare and Medicaid Services (CMS) issued the Fiscal Year 2019 SNF Proposed Rule which included proposed language on a new payment methodology for Skilled Nursing Facilities called the Patient Driven Payment Model (PDPM).
If implemented, the PDPM would replace the current Resource Utilization Group (RUG - IV) payment system effective October 1, 2019. The PDPM model replaces the previously proposed Resident Classification System (RCS-1) which was introduced in 2017 as an Advanced Notice of Proposed Rulemaking (ANPRM).
Throughout 2017 and early 2018, CMS continued to take into consideration the public comments provided on the RCS-1 proposed model, and ultimately decided to abandon the RCS-1 system in favor of an alternative methodology – now labeled the Patient Driven Payment Model.
